Study to identify support to Nigerian Electoral Cycle

DESCRIPTION:
The current EU/ Federal Government of Nigeria Country Strategy Paper (CSP)(2008-2013) and the National Indicative Programme (NIP) has, consistent with EU policy placed considerable importance on support to the electoral process in the context of deepening and entrenching democratic governance in Nigeria. The support foreseen under the CSP targets the 2011-2015 electoral cycle.
To assess whether and how funding support should be provided in the 2011-2015 electoral cycle to electoral stakeholders including the EMB, CSOs, political parties, media, security agencies, legislature and gender.
Produce a draft project identification fiche for support to the Nigerian electoral cycle 2011-2015.
Conduct a detailed analytic study of the electoral environment. The study will map out potential activities to be funded including the funding strategy to be adopted.
ACTIVITIES WITHIN THE FRAMEWORK OF THE PROJECT:
Desk study of review documents on previous elections especially the 2007 election exercise.
Meet and consult with relevant stakeholders (INEC, civil society, political parties, media, legislators, other donors, etc.) on their own information on going or planned projects targeting the 2011-2015 electoral cycle.
Write documents as outlined below in close consultation with the NAO’s offices and the EC Delegation:
An Identification sheet
A study that provides the following;
•A thorough analysis of the problems to be addressed by the electoral support programme and an outline of how the recommended activities will address the issues.
•A scoping capacity assessment of the project stakeholders/ potential beneficiaries of funding support recommended.
•Analysis of past (recent past) and on-going efforts at supporting the Nigerian electoral process. This should include an assessment of the lessons learnt from such interventions with recommendations on how future funding should be structured.
•Propose detailed and justified implementation modalities for the project, this should include recommendations on the project’s management arrangements.
•An outline of other donor activities in the field, and an analysis of potential synergies and a recommended coordination mechanism to bring together other donor activities in the same subject area.
RESULTS OF PROJECT:
The experts are required to develop a coherent Project Identification Fiche on the 2011-2015 electoral cycles for consideration by the EC. They will also produce an analytic report of the electoral environment highlighting potential activities to be funded including the implementation modality to be adopted.
